It's not. As long as the WAN IP on the ONU's GUI is the same as the public IP you see on speedtest or any whatsmyip websites, it's not CGNAT.

And as for the traceroute result, if you're on CGNAT, the 2nd hop should be 100.x.x.x, but I am seeing a 112.x.x.x IP so it's not CGNAT anymore.

CGNAT IP ranges from 100.64.0.0 to 100.127.255.255. So kung yan ang range ng WAN IP mo, then that means under ka ng CGNAT. But if hindi na ganyan ang WAN IP mo (example: 112.x.x.x, 49.x.x.x, 119.x.x.x, and others) at ang WAN IP at ang public IP na nakikita mo sa speedtest at iba pang whatsmyip website ay parehas na, then that means hindi ka na under ng CGNAT.
