Products Violating International Laws Labeling Bill

A bill to make provision for the mandatory labeling of products manufactured or produced on illegal settlements, occupied, and/or annexed lands in violation of international law.

BE IT ENACTED by The Queen's most Excellent Majesty, by and with the advice and consent of the Commons in this present Parliament assembled, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:—

0: Definitions

For the purposes of this Act—

Annexation shall be defined as the forcible political transition of one state's territory to another.

International law shall be defined as the set of rules generally regarded and accepted as binding in relations between states and between nations, and in particular, the Geneva Conventions.

Occupation shall be defined as the effective provisional control of a certain ruling power over a territory which is not under the formal sovereignty of that entity, without the volition of the actual sovereign.

Settlements shall be defined as a community in which people live; Israeli settlements shall be defined as: an Israeli civilian community built, in violation of international law, on lands occupied by Israel since the 1967 Six-Day War, including East Jerusalem.

1: Provision of Labels

(1) Should consumer products sold by retailers or distributed by corporations in the United Kingdom meet the following requirements, they shall display an apparent label indicating that the product was manufactured or produced on an:

(a) Illegal settlement;

(b) Illegally occupied land and/or;

(c) Illegally annexed land.

(2) The label must indicate the location of the production or manufacturing of the product, utilizing the most common geographic name of the illegally occupied and/or annexed area of its production or manufacturing, and that the area of its production or manufacturing violates international law.

(3) These labels shall initially apply to, but shall not be limited to, products produced or manufactured within:

(a) The Crimean peninsula;

(b) Israeli settlements;

(c) Turkish Republic of Northern Cyprus;

(d) Western Sahara.

(4) Such labels shall be positioned on the external front facing side of the packaging.

(5) Such labels shall be at least 15 cm2 in size.

(6) The text contained on such label must be large enough for a person with 20/20 vision, naturally or corrected to 20/20 with contact lenses or glasses to be able to see it at arm's length.

(7) Where the product is offered for sale unpackaged or packaged such that the largest surface has an area of less than 50cm2, the label required under this section must be permanently and visibly displayed either on the display or immediately next to it.

(8) The validity and need for such labels shall be verified and determined by the Foreign and Commonwealth Office, and the Ministry of Defence, in cooperation with one another, and shall be approved by the Department of Business, Industry & Skills.

(9) A retailer or corporation that fails to comply with subsection (1) is guilty of an offence and shall be liable to a fine not exceeding 25% of the revenue received from the sale of the unlabelled good(s).

2: Commencement & Short Title

(1) This Act may be cited as the Products Violating International Laws Labeling Act 2015.

(2) Shall come into force 2 months after passage.

(3) Shall apply to the whole of the United Kingdom.
