I ;m sorry to be the bearer of bad news, but legally you committed fraud by lying about your age when you initially opened the account. You can try sending your current ID because you are no longer a minor and hope that they just see that you're of legal age now. If they ask, you can say that the original age you put is a typo or mistake. This might work or it might not and you won't know until you try. My guess is that it won't, but it's worth a shot.

Paypal is notorious for keeping people's money for things like this, and can you really blame them? What you did was illegal and you may just have to treat this as a very expensive lesson. Sorry I don't have more hopeful information for you.
