Regardless, you still have impossible standards. You can train as much as you want and still arrive at a different action in each stressful scenario. As well, you are ignoring the shear number of police that must exist. Again, no matter how much you train, there will be a spectrum of responses.

You are asking for elite athlete or elite military levels of both training and dealing with stress. 1) 99% of people cannot hope to even approach those levels and 2)Eve n the best in the world fuck those situations up.
