Major Power: He can use a Kamen Driver to turn himself into a Kamen Rider, a powerful hero with enhanced strength, speed, and energy projection. His Kamen Rider form is also pretty well armoured, with a protective ability equal to a normal suit of armour, but more lightweight.
Minor Power: His minor power is the ability to resist electrical shocks. He can take up to 500 volts of energy before he feels any ill effect, but he can't be revived by any method involving electricity.
Weakness(es): He can't access all the powers of his driver, and without it, he literally has no combat powers. None. In addition to this, his Driver has a limited amount of power. The Driver can only maintain Kamen form for thirty minutes, after which Victor depowers and must plug the Driver into any nearby power source before he can power up.

Personality: Victor is a friendly and generous person who enjoys pizza, a good book, and good T.V. He especially likes Kamen Rider, and was overjoyed by his power. He's not exactly a hard worker, preferring to sit back and relax as opposed to working out or trying to discover the deeper powers in his driver. He does like being a "Rider", and reckons that he's a pretty good one...despite not being able to use any of the magic his Kamen Rider Wizard form is supposed to be able to do, apart from firing energy at people. This makes him wonder whether he is using his powers wrong or whether the event didn't grant his Driver and the rings all the powers they should have. He's not overly troubled by this, but it does irk him a little.
Backstory: Victor was born in London Ontario, Canada and grew up there as a fairly normal kid, apart from the fact that he was a colossal nerd with a Kamen Rider obsession. The day the event happened, he was cosplaying as Kamen Rider Wizard at a convention, and the event empowered his fake Driver somehow, transforming it into an actual Driver, albeit a less powerful one than its fictional counterpart. He contacted S.H.I.E.L.D. and signed up to learn more about his powers and master the full potential of his Driver.
