Well, no silencers isn't an issue because I don't plan on stealthing anyway.

And for the AP cost, I'm not sure if that's accurate. A laser gun has a base AP cost of 25 in it's pistol form, compared to say 10mm which has 28. The 10mm may get a bit lower with full mods for AP cost reduction, but at that point has significantly less damage, since the laser gun still has 6 more base damage too.

And if you then factor in the Righteous Authority's perk, it is absolutely worth whatever negligible difference in AP cost there is. It probably still beats Kellogs or Deliverer in terms of DPS with those crits.

... But all that doesn't really matter anyway because that's the core idea behind the build. Even if it may be slightly suboptimal, that doesn't really matter. The question is just which of the two alternatives to go for.
