Is it rude for a writer to give an artist thumbnails ?

It's not rude but if you know how to write a sentence its probably unnecessary. Describe what needs to be in the panel and trust your artist will draw it in an interesting way.

You can put in an angle description now and then, but micromanaging every panel is a bit obnoxious. I would use it when it is important for the story.

You will likely get BETTER panels if you trust your artist to be an artist and know how to draw. I give examples of types of things I'd like to see. Like in a horror comic i like to have a lot of slanted panels and strange POVs so I show examples of that in other horror comics but then let the artist decide when to use them.

My Friend and I care deeply about this project and do not want it to come off as demanding or limiting to artist interpretation.

If you're paying them upfront then its your project and you can demand whatever you want. If you really do have a better visual imagination than your artist then maybe you should micromanage every panel. But why hire an artist like that? Why not hire an artist that brings great art to the table?
