Some used one limit breaker on them to send them to 21, some didn't. Konami's benevolence is to max them out to 30 for you (same benevolence they rendered to ppl who even added just a single breaker to their agents version) and that's it. My PS4 broke, so I made some calls. In the trade system, konami allows only one scouted player out of the three. So, there's still a disparity bw scouted and agents players. Scouted ones can never reach their maximum. Needless of the argument. I'll remind you of this in December
