If we still kinda hate em now imagine how it would have been back then(well there's no need to imagine since there's still plenty of history recorded from what era) if the Bulgarian government of the time tried to do this there would be a 100% chance for revolution and the Ottomans might see that chance to take over the area once again to "calm down the area", ok the last part might seem a little far fetched but you get my point
