There seems to be 3 categories of assistance that can be done:
My Suggestions (outside of reworking the entire system to remove direct increased killing power with more certs):
EITHER: '[Harasser starts with no weapon], first time you go to the harasser tab a lovely nanite-mite appears asking you to 'Choose 1 weapon & 1 upgrade from each of the slots to get for free!' with little tips as to what weapon actually does (specialist AV / specialist AI / Mixed) and similar for the hardpoint slots.
OR: Default harasser gets one of the following
1) If SOE don't mind an AV focussed default harasser - a halberd and 1.5x zoom, the 2nd rank of stealth (if they don't want to make some degree of stealth passive), rank 1 fire suppression, rank 1 turbo (plus something that actually points out that the turbo upgrade is now isolated off on its own page).
2) If they want to maintain the default harassers mixed AV/AI role - A bulldog, rank 2 stealth, rank 1 smoke, rank 1 turbo
PLUS: A system where you can put yourself forward to pull a particular vehicle for other players (must have at least 'expert' directive tier in that vehicle). If a player goes to a terminal and is on the same continent as someone who has offered to pull, a 'expert assistance' (or something equally soe-y) option appears next to the 'spawn vehicle' button.
This sends a little y/n confirmation prompt (with requestee BR/name/location) to the 'puller' and if confirmed would open a text chat tab and the option of directly spawning to the base the requestee is at. Once you pull a vehicle for the person you get 'Kill them with Kindness' kills for every kill achieved by that vehicle (that you didn't get yourself if you decide to gun/drive for them) We also need an option within the Page Down menu to gift a vehicle to someone by name (with a y/n prompt on their end so it doesn't automatically override other ownerships).
