Wanting to build virtual pinball machine

Hmm.. as much as you don't want to, building a desktop computer running Windows is your best bet. Head over to /r/buildapcforme or similar subreddit to get started. You can include whatever PC parts that you might want to reuse, however you may need to upgrade a few components. Pinball FX3 for example, don't need top of the line parts.

If you're okay with playing virtual pinball with some limitations, you can get a Nintendo Switch. Buy the pinball games digitally so you don't have to switch cartridges. Build cabinet around the dock and screen. But you need to do some soldering to modify the Nintendo Switch controller into arcade buttons/plungers/etc. Much cheaper than building a PC, but games for Nintendo Switch is a bit pricier than the same games for PC.
