Grew up in Texas and still have family there.
I really don't think there's California envy. Everyone's just mad that they're doing the same thing that is happening to Colorado - selling their 500 sqft. shack for a solid 2.5 mil and dominating the housing market to the point that not a single home of the tens of thousands being built is affordable. You can see entire cities going up with houses listed "from the Low 500s." I remember moving here and seeing townhouses in the "600s" and turned to my friend with a mouth agape going "DOLLARS?!" because that would get you a mansion.
DFW added a million people in 9 YEARS. I hardly recognize it. Nobody is from Texas anymore and much of the local community is getting pushed further and further out as people try to claw to home ownership. Where are they all from? Super high COL states - think NY and CA.
They brought In-N-Outs and Chicago bought Whataburger. It looks more like Northern VA than what we think of as "Texas" anymore.
It's not jealousy of being "hip." There's plenty of hipsters everywhere.
