I generally agree. Sure, he can RP that, but he probably shouldn't. "Douchebag Cop" is a lazy crutch character and adds almost no value to anyone's experience. If I wanted low-effort hostility, I'd just play GTA Online.

RP should be about creating interesting and/or realistic scenarios, not just slight variations of gunfights and verbal abuse. And honestly, civs have more power to do this than on-shift officers, as the latter have expectations of professionalism that constrains their realistic choices of behavior, while civs could realistically be up to just about anything.

If one was RPing a hostile officer, it should only be when there's a support structure for the civ to participate in. For instance, if his command chain was present for you to turn to, and reporting him IC had consequences, then that's legitimate RP. But if you're just powerless to his bullshit and no one has your back, then it's just an abusive environment.
