Look, you and I both agree that in the context of a social contract, there's no ethical problem with tax+spend wealth redistribution to effect some level of social justice -- that's a voluntary transaction.
And since we both prefer that, I think NO -- we don't value human life differently.
The only disagreement here is whether or not that act of public assistance is because the recipient has a "right" to it or not. You say "yes" -- that a minimum standard of living is a right. And I say "no" -- that enforcing a minimum standard of living is an act of charity (via private or public means).
