I do agree it is a bit of a joke. Not only do these alts troll chats but their accounts can engage a 100+ with a level 10. Which i've seen used and experienced to block me and others from defending our stations or helping your team mate out to even joining sides of fights to stop you having a decent team on your side. One way is a level cap that stops fleets below a certain level. For example a level 20 can hit up to 30. A level 40 can hit up to 55 a level 60 can hit up to 75 and a 80 can hit up a 100. That sort of thing Many routes and ideas to follow. There is abosolutely no need to block with low levels. I use my big fleets to block or to join in to have a proper fight in the process. It's more rewarding, fun and your actually learning to adapt to each fight in the process. When this game gets up and running this problem needs to be solved otherwise it will be hell.
