Can you have a system that is both OSDD 1a and 1b? I'll try to explain

I am a bit confused by your answer.

A subsystem is a "system within a system", usually a group of alters (or multiple groups) that are set apart from the "main system", usually through stronger dissociative barriers. They members tend to be connected through a shared characteristic, for example, that they all hold memories of a certain trauma or time period etc. This form of complex dissociation is usually found in polyfragmented DID systems. I don't know of any statistics on polyfragmentation in OSDD-1 but it is rather unlikely for an OSDD system to have subsystems or to be polyfragmented. According to the Theory of Structural Dissociation, OSDD-1 is a form of Secondary Structural Dissociation, while DID is a form of Tertiary Structural Dissociation. Polyfragmentation and complex organisation within a system (including the existence of subsystems) requires a very high level of Structural Dissociation that is even uncommon within DID, hence polyfragmented systems being pretty rare. Therefore it is very unlikely that a system with those characteristics doesn't otherwise meet the criteria for DID. I'm not saying it's not at all possible but it definitely goes against the theory behind DID/OSDD-1.

I also don't really understand what you mean by a "subsystem comprising the entire system". If the subsystem is the entire system, what is it a SUBsystem of?
