The dialog wasn't available. They were made aware of it and responded they were working on a fix a year before it was actually fixed.

RSAT will ONLY install on a EN-US image. Not EN-UK, not any other image. Additionally, while you COULD change your language and have it work at first. That stopped working right after release so now you either have a EN-US image or you can not, at all, install RSAT.
Well that sucks, but as I said previously--that's a problem with that package. You're blaming the Windows 10 development team for things that fall outside of their purview.
