There are many aspects to it:

• 1. Microsoft moves slowly. As an example the recently previewed UI changes are a result of WinUI 3.0. -2. Focus, The dev team of windows is big but there are many things to work on. This often means some features will develop slow over time. -3. Legal aspect. Microsoft can't unlike Apple play dirty.

To give an example: - Windows. was sued for having a browser monopoly, yet Safari acts similar on MacOS. Its worse on iOS as blink/V8 are not allowed there and all browser are essentially skins on top Safari.
