Honestly way too complicated imo to add a second cup that leads into the voyageur cup. Just keep it a simple bracket style and expand a bit.
What could be fun I think is a U21 tournament of all the MLS/CPL teams. Invariably these guys will be mostly Canadian and will highlight some unseen talent. Host it in 1 city over a week as a development showcase. Sure you wont get all the great players from each team but I think you could get better buy in as a development tool.

Day 1 - Bottom 4 teams in CPL play 1 game knockout. 2 advance to quarters.

Day 2 - 2 QF games pit 2 CPL vs 2 MLS teams

Day 3 - 2 QF games, 1 CPL team and 1 MLS team who didnt play yesterday plus the 2 who made it past day 1.

Day 4 - Semi 1 from 2 teams in Day 2

Day 5 - Semi 2 from Day 3 teams

Day 6 - Rest

Day 7 - Final

Maybe its a bit far off as Im not sure how deep youth is on the CPL teams but would be a fun showcase.
