1) I never claimed anything regarding character to be "based solely" on complying with the rules. Please reread my reply carefully.

2) Currectfso never mentioned any sufficient ties. All they mentioned was whether an applicant would "intend to comply with the requirements." Again, that's making a call about whether a person will follow the rules or not.

My argument is listed in my previous post. Generally speaking (read, "not based solely," since you had difficulty before), it's known that good people follow rules and bad people do not.

If you have difficulty understanding this concept, which it's evident that you may, go around your post and ask the question, "Generally speaking, is it true that good people follow rules and bad people do not?"

You only need to ask 385 people to have a 95 percent confidence level that the results statistically represent the general population...of the world. All 7.6 billion of them.

Since you were kind enough to give me career advice, I'll return the favor. Stay in Public Diplomacy and volunteer for Consular because your general concept of mathematics is subpar.
