Are these bed bugs? (Read comment for more info)

First I want to apologize for the camera quality but I am just super scared and anxious about these things. So I will be honest, I'm 100% positive that I've had bed bugs for a while but I never thought anything of them and just thought they were little bugs that I could simply flick off the bed or just kill with a tissue. So fast forward to today and I see these things in the little areas around my bed frame.(now keep in mind that I do have bites and rashes along my leg constantly). Since the video quality is terrible I can describe the bugs as scaly(like bed bugs) and slow moving. I have no idea what to do and any advice and or help is appreciated.
