Dylan did not. That was misquoted from the basement tapes and ended up in Zero Hour somehow. If I can hear it correctly on the “cleaned up” 911 call thats on youtube, you hear Eric and Dylan yelling in the halls as Patti talks and they throw a pipe bomb that, apparently lands close to the library as Patti notes as such to the operator. Then the 2 enter and it goes as follows:

•Eric: GET UUUPP!! EVERYBODY GET UP! •Dylan: EVERYBODY WITH WHITE HATS STAND UP!!! brief pause •Eric: OK! I’ll START SHOOTING ANYWAY! shoots at Evan Todd •Dylan: YOU’RE ALL MIIIIINNNE! shoots Kyle

As far as the rest of the call, I’m not too sure as they chopped and edited the full call into a 5 minute clip. Dylan did say the white hats part but not “the last 4 years” thing. The translated and cleaned up call can be found in various places on this sub and on youtube. Hope that helps.
