The Rebuilding of World's End

The Great Riot of World's End left the city wounded. There had been an exceptional loss of life and property in the city over the day it had taken place. Riona had done her best to pacify the population... but her Legion was relatively few in number. She had been hard-pressed to contain the situation in the industrial and... lower class districts where it had broken out.

The Loss of Life was felt most strongly in the form of lost Necromancers. They had been seen as a part of the problem by the city's Lower Class. They believed that the practice of using the Labor of the Dead had left them undervalued by the City-State, and had contributed to the City Guard turning a blind eye towards them. Thus... many had taken out their frustration on the Necromancers during the Riot. Each dead Necromancer cost the rioters dearly, as even a mere Farmer-Necromancer was dangerous, but their actions had cost the city far more in lost labor.

However... the Rioters had ultimately gotten what they wanted. They found work replacing the Labor-Necromancers... although the smarter among them were picked out for Necromancer Training to help return things to normalcy. Morwen was wise enough to realize that the people would need some form of "important work" to occupy themselves, or she risked allowing another riot to brew in her city when the Undead started "taking their jobs" again.

Thus... many of them were recruited for World's End's reconstruction projects. They labored alongside the Dead, working to tear down what remained of their old city and begin the work of building up something new in its place. Morwen took advantage of this opportunity to redesign a few wards of her city for the coming era. Much of the work she gave to her people appeared to be busywork... but it was meant to be so much more.

The Colorful District

World's End had been designed as a reflection of its ruler. It had been a city of great Wealth, which had been built up upon the labors of the Dead. In its early years, it was often said that even the city's beggars were clad in silks, and that its streets were paved with silver. It was said to be a place where the Drink flowed freely, and no mortal went hungry. These rumors had been inaccurate... save for the last one about hunger. Thanks to the abundance of Dead Labor, World's End had always run enough of a Food Surplus to send much of its produce out to the Demon Lands.

However... its rebuilding brought a new aspect of its ruler's spheres into focus: Pleasure. One of the destroyed districts of World's End rose up from the ashes as a monument to Morwen's Third Sphere, Pleasure. This District came to be known as the Colorful District, named for the effects of its streetlights' unique glass-covers. Each and every Streetlight's Glass was a collage of stained-glass, which cast the entire district in a rainbow of flickering colors by night. These covers were originally seen as a way to tie up idle hands... but they soon became a beloved part of the district's "character."

Establishments in the Colorful District began to denote themselves by the color of their lights, at least those in street-facing windows or near the front door. Red Lights denoted bars, and Orange Lights denoted restaurants and buffets. Yellow Lights signaled places where one could safely sample certain drugs. Green Lights signaled places where one could gamble on various games of chance, or enjoy a fair fight (watching or participating). Blue lights indicated that one could find those looking to share their bodies within, while Indigo Lights indicated that professionals rented theirs inside. Violet Lamps indicated that the location was a private establishment, catering only to its own members.

All of these pleasures were regulated to protect all involved, and taxed to try and discourage the entire city from descending into unproductive pleasure.

The streets of this district were filled with street performers, and the occasional street-vendor who could afford the permit to set up a stall. Unsavory types lingered in the shadows of the district, looking to prey on those who were insufficiently wary, plying scams or rigged games to the gullible or hopelessly optimistic.

[It's basically Vegas, if Vegas wore everything that it is on its sleeve.]
