I'm not sure I can add much more. It appeared as if Flake made some kind of deal with the Dems, or the Dems thought he made a deal with the them, such that, he'd vote to move the nominee to the floor, on the condition that there was a motion by the Judiciary Committee to call for an FBI investigation.

But, Flake came in and sat down, while the Dems were still in the back, and gave some confused speech about how he wanted an FBI investigation. He said, "I'll vote to move the nominee to the floor, but . . .", or something close to that, and Grassley quickly called the vote to move the nominee to the floor.

Some of the Dems were confused. They thought their would be a vote on a motion for an FBI investigation. Feinstein and Durbin were like, "Err, what? What's this vote on? The nominee?? Oh, I vote no, on the nominee."

Feinstein's "What?" might have indicated that after the vote to move the nominee to the floor, she expected a vote on an FBI investigation. She didn't get it.
