Jaguars have only had 2 selections in the first round twice

Not only that, they passed on McCaffery. Even if you didntove the QBs and thought they should give Bortles one last shot, McCaffery made more sense at Running Back. He was a more.accomplished back in college, was also being pegged as a top 10 pick (and iirc, Mahomes and Watson were often being mocked as late 1st rounders), and had a much more complimentary skillset to the Jaguars existing backs (Yeldon and Ivory, who were both bigger backs), and the offense as a whole; Bortles was much better out of shotgun, which McCaffery figured to be a better fit for than Fournette, plus the Jags had some really good downfield threats in Hurns and Robinson, but no real reliable receivers in the short passing game.
