Sending your identity to China and NSA spying are two different things. They probably don't even think of the former.

Because when privacy issues pop up it is always in the context of the NSA or other American companies. Americans never think about China invading their privacy because China is never brought up. If you bring up China and privacy, then people will talk about it. A few conversation like China and privacy do pop up when it comes on the news, but other than that, it's always people talking about the NSA, so you will hear more conversations about American's talking about how they have nothing illegal to hide from the US government.

All I'm trying to say is, people are uninformed about privacy because internet and phone privacy is a relatively new issue to most people. Comparing the NSA and other companies looking up my porn history which I seldom clear and other private matters to people stealing SSNs and other important documents is just plain wrong. It just makes the uninformed more confused. It might also make them think you're a loon for making that comparison because even they know the difference. Teach them why privacy, even if they don't care for it like me, matters for some people and why they should help protect it. Don't scare them away from your cause by saying "Give me your kids and your 9 digit number that can ruin all of your lives"
