Clear app data (or uninstall/reinstall) and try to create a new account.

If it still doesn't let you, they might've banned your device ID or IP adress etc.

If it's your device ID, you can change your device ID by using an app like this which requires root, or factory resetting your phone.

If it's your IP, you might try resetting your router's IP by shutting it off for about ten minutes or you might try using a VPN.

Your best bet would be using these services from their website only, like going to whisper.sh on Chrome, while using a VPN.

It's just a lot of possibilities, bypassing digital bans is not easy.
