IMO you explicitly shouldn't have it available until after the very first time you play a location in a progression campaign/story mode.

Kind of a trivial detail but I think going into a new location more or less having never seen it or knowing the layout is a huge part of what makes games like RoN particularly thrilling and compelling from a 'first impressions' standpoint, which really does have a influence on your perception of a game or level in my experience.

Also If you live in a city I recommend listening in on your local police scanner during busy hours, I was surprised how often I'd hear reports back to dispatch from cops giving statues about trying to describe to second arrivals how to find the weird little side-alley that they've found themselves in or literally how they're trying to figure out where the stairs in an apartment building are.
