You're confusing the word "Liberal" with "Libertarian".

Although they sound similar, they are not the same thing.

Liberalism is the ideology of "free markets", or - under neoliberalism (the policy of people like Reagan, Clinton, and Obama) - regulated markets. In short, liberalism is the ideology of capitalism. Liberalism usually advocates for negative rights like freedom of speech or freedom from slavery.

Libertarianism is anti-authoritarianism. In the US, the word "Libertarian" has come to mean a liberal who is also right-wing, but libertarianism is actually traditionally a left-wing ideology and is usually anti-liberalism and anti-capitalist. Libertarian socialism also advocates for negative rights just like liberalism, but unlike liberalism, it also advocates for positive rights - like the right to affordable housing, the right to universal healthcare, or the right to a living wage.

Anarchism is the logical extreme of libetarian socialism, whereas liberalism cannot function without a state.
