Need a little advice regarding weight loss.

I am in no way a health expert, but general rule of thumb is you need to burn more than you consume. I wouldn't suggest you cut out carbs completely from your diet. Don't skip meals because if you cave in, high chance that you'll binge BAD. Remember, to lose weight, you need to burn more than you consume. Increase protein intake so your body can recover. Make simple substitutions, don't go cold turkey. Simple baby steps like cutting out sugary drinks, then stop eating the chicken skin on your chicken rice. Ask them for lesser sauce if not none at all. You have to watch your sodium intake too. No more chips, salty snacks and deep fried food. Cheat days are important, at least one in the week so you have something to look forward to (but that doesn't you binge! Limit your portions).

Okay, cardio. Personally I only do a twenty minutes minimum cardio, it's all about getting your heart rate up and kick starting your metabolism not distance. Check your posture when jogging, bad posture causes backaches and run with the ball of your foot with springy steps to reduce impact and injury. Look far ahead. Jogging alone sucks, you can try using apps like Nike+ (you can unlock achievements, see your progress add friends to complete challenges together if you're the competitive sort). If you're overweight I wouldn't recommend increasing the distance so quickly because it is rather high impact (risk of injury), you mentioned HDB block so I imagine it would be on a concrete pavement. Try brisk walking too, it's lower impact.

About hitting the plateau, I don't think you should worry about that now, get fitter and lose the extra weight first. Push harder, stronger, faster whenever you feel like you can.

Everything expressed above are my opinion and basically a little glimpse of what I've been doing the past three months. Decided to get back in shape a year after I stopped hitting the gym. Works for me and I've went from 73 kg to 67 kg in two months and have been maintaining this weight ever since while losing overall body fat percentage.
