I don't think you understand the problem if you think "teach men not to rape" isn't part of the solution. Only a third of rapes are a stranger with a knife in a back alley. The rest, the victim knows the attacker. Teaching men that rape is rape, even if she's drunk, or passed out, or unable to give informed consent is rape. Consider the study that said half of a freshmen class at college said that they would force a person to have sex with them as long as the survey didn't call use the word rape, education would go a long way to reduce the problem.

And that's beyond the fact that some people steal out of necessity. Addiction is a medical problem, and long term usage changes the way your brain functions. There is never any need to force someone to have sex with you.
