Police reform should use schools "first throw" rule

I really think the best solution to police reform is to make officers carry misuse-of-force insurance like doctors have to carry malpractice insurance. The cost can be paid for by the department until the first proven incident, and then the officer must pay if they still want to be an officer. The insurance is third-party so incidents follow officers if they change departments. Eventually if too many misuse-of-force incidents happen then the insurance is going to be too expensive to carry and they won't be able to be officers anymore.

They would also have to empower an impartial board to investigate incidents; no more police investigating themselves.
