Wrong. It depends on the carrier.
Circuit Switched Fallback (CSFB): GSM-based carriers which use 3G for both voice(circuit-switching) and data(packet-transmit) use this. In this case when the call kicks in LTE data get disabled and fallback to 3G.
Simultaneous Voice and LTE (SVLTE): CDMA-based carriers use this. Since CDMA is only for voice(circuit-switching) and they have a seperate network for data only(EV-DO/LTE), it can maintain a consistent LTE connection.
-Over-the-Top (OTT): When you make a call through WhatsApp or Skype, obviously it's just an app that uses LTE data/WiFi, not a carrier voice network, therefore you still have a LTE connection.
-Voice over LTE (VoLTE): A circuit-switching voice network implemented on LTE data network. VoLTE doesn't have circuit-switching voice call anymore, everything is integrated into packet-based data network. Same as OTT, but done at the carrier's side(of course VoLTE requires compatible network/chipset/operating system altogether), not client's side.
