Rank these WR's by most upside please.

Alshon Jeffrey - top 10 WR if he can stay healthy, and has a QB who loves him throwing to him. He's actually proven and I'm not sure what he's doing in this category of players.

Jordan Matthews - Has pretty good physical attributes, runs pretty routes, and has big, soft, sticky hands. Had some drops issues due to hand ligament injury last year, but as long as that has healed, it shouldn't be much of an issue. High points the ball well, and has really nice hips that sell his routes, but he's not particularly elusive after the catch. Undisputed Eagles' WR1. QBs may be iffy, but the opportunity is all his. Physical ability, route running, hands, opportunity, he has it all.

Kevin White - dinged him slightly for being on the same team as Jeffrey - I would have considered even placing him over Jeffrey otherwise. Ceiling is sky high, but Jeffrey is the incumbent and we've yet to see his NFL workload and production. Has slightly small hands, but still high points and catches well.

Devante Parker - almost identical to Jordan Matthews in physical stats, but slightly lighter/weaker with a slightly better vert and broad jump. He doesn't play as physically assertive though. Still a great athlete and high points and catches the ball well despite slightly small hands. I don't see that much explosion from him coming out of his breaks and it worries me a bit, but he did fine the second half of last season when he played. Slightly dinged for playing with the target monster that is Landry, but would be 4th on this list even if Landry wasn't on the team.

Tyler Lockett - Absurdly nice route running. I can't describe how nice they are. Has small hands and isn't ridiculously fast, but when combined with his filthy route running, he's still a massive threat. He and Wilson will be a combo to be feared for years to come.

Breshad Perriman - not as raw as people think he is. Good hands, whether on long balls or in traffic. Runs good routes and is 6'2 212 with 'gettin away from the cops' speed (4.24). I fear they'll just send him long nonstop like they did with Torrey Smith, but when you're talkin upside, he's got it in spades.

Kelvin Benjamin - I've watched every single game he's played because he plays for my team. His only skill is his size/length. Stiff as shit, slow as shit, lousy routes, and can't catch for shit. The opportunity is fantastic though, and size is definitely useful.

Donte Moncrief - full on upside play. Great physical metrics. Kinda sloppy routes, and not an aggressive high pointing WR - tends to body catch it way too often. Doesn't use his physical attributes to the fullest - gets pushed around by people smaller than him and loses on jump balls more often than not. Just plays scared. Has Hilton as the long term WR1 in front of him so the opportunity isn't completely wide open, but Luck can absolutely sustain two high end WRs. Mostly ranked here based on his physical attributes - I hate his game. Put Steve Smith in Moncrief's body, and you probably have the best WR of all time.

DGB - he's fuckin gigantic, and unlike Benjamin, this guy can really move for his size. Anyone who thinks he's Calvin-like physically should be smacked though, he's not on that level at all. I dinged him quite a bit because he's had some behavioural issues in the past. IDGAF what he does off the field as long as he produces on it, but if there's a probability that it takes him off the field, it has to be accounted for.
