No, they're given ceilings and floors by the analysts on TV, but I seriously doubt teams are using this in their evaluation process, because the ceiling for every player is Tom Brady and the floor is total bust.

A better way to put it is if they appear to have upside, risk or are a safer bet, but if you have to define a whole range of expected outcomes, then you're not doing your job of trying to determine what the player actually is.

It's a fools game to pretend like we know what a player is and isn't capable of. It's all an educated guess, and analysts and GMs are wrong more than they're right, because evaluating humans is difficult.

Now they're getting a better idea as they see him every day in practice, but we don't have a clue whether he has the skills to be the right fit to run this offense, which is what they're determining.
