The report sounds complex and hard to draw conclusions from, but perhaps the point here is that, with newspapers like The Guardian really driving home the point that white males are the problem, people may take their eye off men (and hell maybe even women) from different ethnic groups?

You dismiss it as dog whistling, but perhaps that would lead to you being complicit when it came to some rape gangs? And perhaps that's the government's point here?
