Hardware Security Modules (HSM) for servers exist for a reason. They help prevent even having encrypted/hashed passwords ending up as part of the data stolen due to a major security breach because that data isn't stored anywhere accessable. The HSM modules are queued by software to verify the password is correct without the password data ever being retrievable by the machine the HSM is connected to. HSM hardware is server side counterpart to the Trusted Platform Module (TPM) and Physical Universal Second Factor Authentication Key (FIDO2) hardware that provides strong security on the client side.
