OG Norn used to be this spindly monster with giant clawed hands and elongated limbs, and that's the design you'll see in concept art and all cards from the New Phyrexia block... except for her own card. Igor Kieryluk, who did the art for Elesh Norn, Grand Cenobite, went in a totally different direction, giving her human proportion and a regal appearance while still keeping some inhuman creepiness by getting rid of her boobplate and replacing ot with a flat porcelain ribcage.

This proved to be the overwhelmingly more popular design, so Wizards retconned the whole thing and started using it as the official design, as can be seen in the Theros Block trailer. And as can be seen in the artwork for Rout, the only card featuring Norn published since then, she appears no taller than the Mirrans surrounding her (though they can still decide to change her height though, as very tall women are apparently really popular in pop culture rn).
