Why do some professors gatekeep notes

I was going to make a similar post! In a similar class there's this "practice question bank" but we didn't get to know what the real answer is, so I won't know why I get certain questions wrong and no learning is happening.

Felt really furious and I'm starting to take this just as their own vulnerability (i.e. They're not capable to use other ways to access student learning without gatekeeping materials, and releasing the notes and answers would make too many people getting good grades, they fear that would say something bad about their teaching skills.

Another class (prof Charles Severance's Django for everybody) is open sourced, had a much better approach - I can feel he truly care that students are learning, instead of having a vicious hobby of watching them struggle from bad grades,
