Soooooo, magus builds?

I'm not sure if you're ignoring Spell Combat here, which allows the Magus to combine spell casting with a full attack?

I am not. The focus of the build is to crit the spell, which requires spell strike to for the spell to benifit from the threat range of thee weapon. Otherwise, touch spells only crit on a natural 20, which is not something to boast about for the magus since that's a feature of every spell casting class.

What Spellstrike says is this:

At 2nd level, whenever a magus casts a spell with a range of “touch” from the magus spell list, he can deliver the spell through any weapon he is wielding as part of a melee attack. Instead of the free melee touch attack normally allowed to deliver the spell, a magus can make one free melee attack with his weapon (at his highest base attack bonus) as part of casting this spell. If successful, this melee attack deals its normal damage as well as the effects of the spell. If the magus makes this attack in concert with spell combat, this melee attack takes all the penalties accrued by spell combat melee attacks. This attack uses the weapon’s critical range (20, 19–20, or 18–20 and modified by the keen weapon property or similar effects), but the spell effect only deals ×2 damage on a successful critical hit, while the weapon damage uses its own critical modifier.

Nothing about spell strike lets you cast the spell as part of a full attack. Spell Combat, yes, but not spell strike. You could, conceivably, cast the spell and Hold the Charge which is another mechanic all together (that's not exclusive to magus), and then in a later turn deliver the touch spell while making a full attack, but that's using two turns to do less dice than other martial options.

I suppose one could quicken the touch spell, and hold the charge to use it in a full attack but that'd be ludicrously impractical at almost every level. Furthermore Holding the Charge cannot be done with Spell Combat per the RAW of that casting feature, nor can one Spellstrike during Spell Combat as the RAW appears that the two abilities are mutually exclusive.
