I work for NYS in IT. This is not unusual for the infrastructure. The way things are classified in terms of how quickly they get fixed are based on classification of severity of outages. Public safety and health are the highest. Things like hunting licenses are lower. Cannabis is an interesting field - this is obviously medical but I would bet the severity level is lower than some other medical applications. Newness would be an issues, plus just general feelings about the medical program.
Also, NYS IT isn’t great for most applications. I run one and the stuff we find out when something is down is unbelievable (like someone tripped over a cord three weeks ago and unplugged it and that’s why something has been broken). Maybe it isn’t that bad, but you get the idea.
