I am with you, I'd like to know also. I gave it a few spins from points acquired during casual play, and between 3 cities, I've yet to get a single winter-themed item. Literally, all simoleons (useless to me). I was hoping to treat this as a 'bonus' and 12/15 would bring the real update (same date as previous winter updates). Thus it is not to be. EA is absolutely mocking us with their 'Happy Holidays' grandiose messages. I've already taken steps to prepare to delete Simcity from all existence in my life, I don't need EA's bull anymore. If there's no Christmas & winter trees available for purchase in my city on Christmas morning it's over for good.
