Let a Western nation model its immigration and diversity policies after one of the super modernized Middle Eastern countries (like the UAE or Qatar). Politicians say we need immigrants and diversity in a modern nation. A strictly controlled guest worker program checks that box.

Dubai is very diverse, but every person who moves there knows he/she won't become part of the ruling class. There is no pathway to citizenship. No one seems to think this is unfair. It is the Emiratis' country after all. And if people object...well we don't need Eurocentric imperialist criticism of an idea created by Muslims of Color.
