But cancard don't collect this data.
They collect and hold little more than name and account number, and rely on self-reporting by cardholders to know when the card is used successfully - something far less likely to be mentioned than instances where cancard is ignored.

The problem is a series of nested Catch 22s, not a willfull lack of transparrency.

Cancard want as little data as possible, holding data is holding liability for it's misuse, this is very smart of them.
When no further action is taken no crime report is generated, so the police are unlikely to have a FOIable set of records.
Even if such records did exist, as a third party CanCard would have no right to access, let alone publish them.
