Is it unreasonable for you to think that Gandía is actually neutral (a mix between hero and villain)?

They were still far more moral and ethical in their dealings than nesrly all of the government officials or state sanctioned murderers. That is a major point of the show, IMO, to make us question whether laws/actions are just/fair or moral/ethical just because it comes from a place of authority. We are talking about a global system of neoliberalism and classism with countless lackeys/bootlickers that is far more violent than these "terrorists" were or could ever have been. They rob the poor, they starve the poor, they let the poor die without proper medical care. They torture and kill with impunity. They implement austerity policies in which the only people who don't suffer are those of their ilk, the upper class or those if authority. The only reason you don't see these people or agencies as terrorists is because they craft the narrative, manufacture the consent, and throw anyone under the bus who would say or prove otherwise.

You definitely have to suspend your disbelief in order to believe some of the plot holes or that a heist like this could be pulled off. You do not, however, have to suspend disbelief in order to believe the government's intelligence agencies or police forces would do what they did all in the name of PRstate secrets, or to cover their own asses because it is literally what they do.
