Well, yes, even though a 7 have a 4G LTE and 4G will stay with us for a long time, you can use it as a some sort of iPod. I have a iPhone 7 I mostly use it as a main personal phone and a iPhone 4s that my friend gave me is for a video gaming, little bit of web browsing, and even using it for reading eBooks. Even I have a few Android phones. (Mind you, my first phone is a Samsung Galaxy SIII and my first iPhone is a 7 that I am currently using now so I could easily switched back from Android to iPhone back and forth without hestitation; I am not that big into Androids or iPhones, I want a phone that would appeals to me)

And if you want to use a 7 as a iPod, get a flip phone (they're cheap nowadays) if you just want a phone to text and/or call but doesn't have to be use for web browsing or a cheap smartphone (I still have my TCL LX, which is my last Android phone before I switched to iPhone and it costs only 90 dollars [or at least my grandma told me]; I just using it for playing mobile games on it).
