This was authorized during COVID precautions. I believe they have since rescinded it, but back then it would have been authorized.

This is incorrect. Fringed flags should never be used in any Color Guard, whether that Color Guard is indoors or outdoors.

Outdoor flags may be used for either purpose. Indoor flags may not.
