The value of IQ as a metric for individuals is flimsy to begin with, but let's pretend that it's perfect just for the sake of argument.

In any given election, there's a best choice of candidate to achieve whichever goals you hold to be most important. Your most important goals might be to increase employment, improve education, reduce abortion rates, decrease illegal immigration, grant amnesty to illegal immigrants, keep gay marriage legal, whatever. Goals tend to be irrational and based on your culture and upbringing more than intelligence, so IQ doesn't factor in too much here. Though IQ might help prioritize which goals matter the most.

Then you have evaluation of candidates and their ability to do what you want them to do. This is where IQ matters. And maybe having a double digit IQ means that you're not smart enough to figure out which candidate is actually the best for you. Maybe you need an IQ of 110, or 120, or even 160 to actually be able to make that determination at a high level of informed analysis.

I couldn't say for sure what the cutoff is to intelligently evaluate political candidates. But this woman is clearly under it.
