Just use your head and think for a second. Bitumen based surfaces are a relatively recent phenomenon of human transport, private roads aside, they are wholly funded by the taxpayer, regardless of how little use you derive from them. Bitumen lined surfaces are not necessary to traverse land. Just because I do use them, doesn't mean I have to use them. Cobble, gravel and even in some weather, dirt surfaces are perfectly passable outside the confines of a motorcentric society on foot, and even. As far as cyclists go, only riders with perceived dependence on skinny road tyres or motorists intent on driving at high speeds that would be considered reckless on other surfaces ultimately demand pristine smooth surfaces.

Let's be clear, I fully support your claim that access to the scheme is inherently unfair, however, life is full of injustices, and we all contribute to subsidies which we to varying degrees receive little or no benefit from, that's not to say that the scheme must be scrapped. Access should be reformed so that all who would wish to use it, it could be improved.

Suggest that somehow I do not subsidise road users is idiotic.
