What’s the biggest problem that US special forces have when it comes to leadership, weapons and organizational structure?

I have a question then... Why didn't it happen with the British SAS or SBS?

In the SAS and SBS, officers can only stay in for two tours (non-consecutive) of three years each. The first tour would be as a troop commander in the rank of Captain and if the performance is satisfactory, they will asked to return as a squadron commander in the rank of Major. Then the command of the Regiment, as a Lt.Col, is purely on invitation.

To the contrary, NCOs and junior enlisted stay in the SAS/SBS for their whole career, even though it's technically a "temporary assignment". The permanent cadre, being those NCOs who have served in the SAS for at least six years, is another thing... They get commissioned, going from NCO to Officer.

I don't know if NCOs are moved around the force instead of staying in the SAS for their whole career.
